What NLIPP covers

The Newfoundland & Labrador Insulin Pump Program (NLIPP) provides financial assistance toward insulin pumps and pump supplies for residents who meet medical and financial criteria. The program is available for people of all ages.

Insulin Pumps and Supplies

  • NLIPP covers one insulin pump every five years.
  • Covered supplies include infusion sets, cartridges or reservoirs, and pods.
  • Costs not covered include insulin, diabetes medications, test strips, meters, continuous glucose monitoring or flash monitoring supplies, pump batteries, or replacement for lost or stolen pumps.
  • NLIPP is the payer of last resort. It pays remaining costs after other insurance or programs have contributed, and after any required client co-payment based on income testing.

Who is eligible

To be eligible for NLIPP, you must:

  • Be a resident of Newfoundland & Labrador with a valid Medical Care Plan (MCP) card.
  • Have a diagnosis of Type 1 diabetes.
  • Meet medical eligibility confirmed by a specialist or physician.
  • For those age 18 and over: undergo income testing to determine whether a client contribution is required.

Existing clients aged 18–24 as of March 31, 2021, may continue under earlier criteria until they reach 25, at which point they must follow income testing rules.

Coverage details and approved pumps

NLIPP requires that all pumps and supplies be obtained through approved provincial vendors. Only specific brands and models are funded, ensuring that pumps are safe, reliable, and supported by manufacturer warranties.

Currently, the following manufacturers and vendors are supported:

  • Medtronic
  • Tandem Diabetes Care
  • Insulet (Omnipod)
  • Ypsomed (YpsoPump)

Application and renewal steps

Here is how you apply and maintain NLIPP funding:

  1. Verification of Eligibility: A physician specialist or diabetes care provider completes a medical eligibility form.
  2. Application and Insurance Disclosure: Submit your application, including any private insurance details.
  3. Income Testing (if applicable): For applicants 18 and over, income testing is performed to decide client contribution.
  4. Approval and Vendor Notification: Once accepted, NLIPP informs the approved vendor to deliver your pump and supplies.
  5. Renewal: You must renew between January and March each year for the next fiscal cycle.‍
  6. Replacement Pumps: Replacement is eligible only if the current pump is at least five years out of warranty, with supporting documentation.
